Specialized Manpower Management for the provision and management of 323 specialized personnel for Alborz Province Electricity Distribution Company (Private Joint Stock) is considered one of the ongoing and strategic projects of Pegah Energy Persian Company in the field of specialized services within the power industry.. This project, with a contract value of IRR 1,904,700,000,000 and an execution period from January 20, 2026 to January 20, 2027, is being implemented within one of the country’s most significant electricity distribution networks and plays an effective role in supporting operation, maintenance, and continuous service delivery to subscribers across Alborz Province. Due to population growth, urban development, industrial expansion, and increasing energy demand, Alborz Province requires a cohesive and sustainable operational workforce structure. Under such circumstances, the provision, organization, and management of specialized personnel in the electricity distribution sector constitute a critical soft infrastructure component of the power network. Pegah Energy Persian Company, as the project executor, has initiated the implementation processes of this contract through the establishment of an integrated management system, in compliance with the Employer’s regulations and the specialized standards of the power industry, and the project is currently in its operational phase. This project is not merely a manpower supply contract; rather, it represents an integrated human capital management model within the operational framework of the national power industry.

 

1- Strategic Goals of Specialized Manpower Management 

 The primary objective of this project is to ensure the stability and continuity of service delivery within the electricity distribution network of Alborz Province through the structured provision and management of specialized human resources. Electricity distribution networks, as the final link in the energy transmission chain, are directly connected to residential, industrial, and commercial consumers, and any deficiency in operational structure or human resources may result in service quality disruptions. The growth in energy consumption in Alborz Province, expansion of urban infrastructure, increase in industrial zones, and high population density have significantly amplified the need to strengthen the operational capacity of the Electricity Distribution Company. In this context, the implementation of a structured project for the provision of 323 specialized personnel is regarded as a strategic measure to address these demands. The project has been defined with an approach focused on enhancing productivity, reducing response time to network incidents, improving equipment maintenance quality, and optimizing field operation management. Within the framework of this contract, Pegah Energy Persian Company assumes responsibility for human capital management with the objective of aligning personnel performance with the broader goals of the power industry. The necessity of implementing this project can be analyzed not only from an operational perspective but also in terms of sustainable development and risk management of the electricity distribution network.

 

2- Scope of Services and Executive Activities

 The scope of this project encompasses the full process of recruitment, organization, deployment, and management of 323 specialized personnel across various operational, technical, and support sectors of the electricity distribution network. Executive activities commenced with workforce planning and include the establishment of an organizational structure, definition of job descriptions, alignment of expertise with operational requirements, and implementation of a performance evaluation system. Pegah Energy Persian Company, through the deployment of management teams at different levels, continuously oversees personnel performance, coordinates with the Employer’s departments, and manages field operations. Management of operational units, support for network maintenance activities, response to incidents, and execution of operational directives form part of the ongoing activities of this project. Additionally, control processes including performance monitoring, evaluation of service quality, and alignment of activities with the approved schedule are being carried out. The executive organization of the project has been designed to ensure direct and effective communication between project management and the Employer’s operational structure. Project progress is continuously assessed based on performance indicators defined in the contract, and corrective actions are implemented within the framework of executive regulations where necessary.

3- Technical, Supervisory, and Executive Standards

 The execution of this project is carried out in accordance with the technical guidelines of Alborz Province Electricity Distribution Company and the national regulations governing the power industry. All deployed personnel are required to comply with operational bylaws, safety instructions for distribution networks, and specialized electrical standards. The Health, Safety, and Environment (HSE) management system is implemented in a structured manner within this project, and all personnel are required to comply with safety instructions related to electrical network operations. Safety briefing sessions, monitoring of safe behaviors, control of personal protective equipment usage, and documentation of potential incidents are integral components of the HSE implementation process in this ongoing project. This approach is pursued with the objective of minimizing operational risks and safeguarding human resources.

5- Financial Resources and Project Organizational Structure

 This project, with a contractual value of IRR 1,904,700,000,000, is being executed within the financial framework defined between the Employer and Pegah Energy Persian Company. Financial management of the project includes cost planning, continuous monitoring of payments, control of financial deviations, and ensuring alignment of expenditures with contractual provisions. The project’s executive structure is designed in a hierarchical manner based on project management principles. At the top of this structure is the Project Manager, responsible for overall coordination among executive, financial, and technical units. At the next level, technical managers and executive supervisors oversee field operations and monitor personnel performance. The project’s financial unit is responsible for cost control and ensuring payment compliance with contractual terms. Control mechanisms have been established to prevent schedule and financial deviations, and periodic managerial reports are prepared to assess financial and operational performance. This structure enables Pegah Energy Persian Company to manage the project within the framework of defined objectives.

 

6- Executive Challenges and Managerial Solutions

 Projects within the electricity distribution sector are inherently associated with technical and managerial challenges. In this project, factors such as the geographical extent of the province, diversity of operational missions, emergency network conditions, and the necessity for continuous coordination with various Employer departments are considered executive challenges. Furthermore, the simultaneous management of a large workforce while maintaining operational cohesion requires precise managerial mechanisms. Pegah Energy Persian Company has established a transparent communication structure, regular coordination meetings, and a systematic reporting system to address these challenges. The use of performance evaluation indicators, continuous feedback to personnel, and implementation of internal control systems are among the measures adopted to maintain execution quality. From a logistical perspective, structured planning has been carried out for the distribution of personnel across different areas of the province. These measures contribute to risk management and preservation of operational coherence throughout the project.

7- Project Progress and Outlook for Completion

Managerial, supervisory, and control processes are being implemented in accordance with the schedule defined in the contract. Periodic assessments indicate that coordination between the executive team of Pegah Energy Persian Company and the Employer’s operational units is functioning within the established framework. The current focus of the project is on consolidating the executive structure, enhancing workforce productivity, and continuously improving operational processes. In the subsequent phases of execution, expansion of specialized training programs, optimization of incident response procedures, and reinforcement of the performance evaluation system are planned. The project outlook is based on fulfilling contractual obligations within the approved timeline and maintaining the expected level of service quality for the Employer, without asserting final completion or definitive outcomes.

 

8- Conclusion
